About DEN
Ideas that influence policy, and the follow-through to deliver them
Like Chatham House in the UK, DEN brings credible policy proposals together, here for Mauritius over a five to ten year horizon. Governance is the first constraint we address.

Our history
Nikhil Treebhoohun founded DEN after his work in government and the Commonwealth. Its ideas shaped policy and its members engaged with the EU and diplomatic missions. After a dormant period, DEN was formally relaunched on 4 September 2026.
Independent and even-handed
DEN is non-profit and volunteer-run. We engage equally with Government and Opposition, publish our evidence, and seek influence on policy rather than public recognition.
Focused on implementation
The problems are well known. Our work is to choose which to tackle, learn from other countries, find where decisions are made, and set out how reform would actually be delivered.
Our framework
Five papers adopted at the relaunch
They define how DEN is governed, how papers are developed and approved, how we engage, what we work on and how the relaunch is delivered.
Our people
DEN has 44 active members and many more friends in Mauritius and the diaspora. These are the people leading the work.
